Helpful Programs in Winnebago County

 

BadgerCare+ (Health Insurance)
Health insurance coverage for:

  • All children (birth to 19) regardless of income
  • Pregnant women with family incomes up to 300% federal poverty line (FPL)
  • Parents and relatives who care for a child with family incomes up to 200% FPL
  • Parents whose children are in foster care with family incomes up to 200% FPL
  • Farmers and self-employed parents with family incomes (minus depreciation) up to 200% FPL
  • Young adults (ages 18-20) leaving foster care, no income limit

FoodShare (Food Assistance)
FoodShare provides a Wisconsin QUEST card to buy groceries at stores and farmers’ markets that display a Quest sign. Family gross income may be up to 200% FPL. Children in families enrolled in FoodShare are automatically eligible for free school meals. Apply online at access.wisconsin.gov or 1-888-256-4563.

 
Free/Reduced Price School Meals
Most schools have this program to provide free or reduced price meals. Children may qualify for free meals with family income up to 130% FPL. Children may qualify for reduced meals with family income up to 185% FPL. Children in families enrolled in FoodShare and W-2 are automatically eligible for free school meals.

Wisconsin Shares (Childcare)
Pays for some childcare costs for families with limited income.
You may qualify if you have a child under age 13 or a child with special needs under age 18. You must be working, in school or in job training. Family income may be up to 185% FPL.

Wisconsin Works (W-2)
This cash assistance work program is for people who have children under age 19 living in the home and for people who have lost their job but do not qualify for Unemployment Insurance or disability. You may qualify with family income up to 115% FPL. Children in families enrolled in W-2 are automatically eligible for free school meals.

Women, Infants and Children (WIC)
WIC provides healthy food and health care referrals for pregnant women/new mothers and infants/children up to age 5. Families with income up to 185% FPL may qualify. (Qualifying income levels change for WIC every July 1.) Contact the Winnebago WIC at 920-232-3350 (Oshkosh), 920-729-2945 (Neenah).

 
Wisconsin Home Energy Assistance
This program pays a portion of home energy bills. Select the “Where to Apply” tab at homeenergyplus.wi.gov or call 1-866-HEATWIS
(1-866-432-8947) to find your local energy assistance agency and review family income guidelines for a heating season.

 

FoodShare Employment and Training (FSET)


WHAT IS FOODSHARE EMPLOYMENT AND TRAINING
(FSET)?

FSET is a voluntary, no-cost program that helps FoodShare members build their job skills and find jobs. If you are an adult who gets FoodShare benefits, and you work less than 30 hours a week, FSET may be able to help you.

GETTING STARTED
First, you will meet with a staff person to talk about your job needs and goals. Then you will work together to build an employment plan. Our staff can also show you how to use helpful job search tools.

FSET CAN HELP WITH:

  • Job searches and job referrals
  • Transportation, child care and other work-related costs
  • Job skills assessment
  • Career planning
  • Basic job training
  • Work experience
  • Referrals to other community services

You can take part in FSET activities for up to 27 hours a week.

WHAT ABOUT CHILDCARE AND TRANSPORTATION?
If you need child care, transportation or other support services in order to take part in FSET, we may be able to help. FSET gives these services on a case-by-case basis. To learn more, talk with your FoodShare or FSET worker.

WILL I LOSE FOODSHARE BENEFITS IF I DO NOT COMPLETE MY FSET ACTIVITIES?
FSET is a voluntary program, so you can keep your FoodShare benefits even if you don’t complete your FSET activities. Keep in mind that if you don’t complete your activities, you will not be able to get help with child care, transportation or other support services.

Clinics in Winnebago County

The uninsured, low-income, working poor, and others who need help may be able to get reduced-price or free medical care from clinics and health centers in Winnebago County. Some locations may be federal government qualified, and others may be supported by private or other non-profit funding. The exact type of care, and pricing, will vary by location.

In general, community clinics will be able to provide access to dental, medical and even such services as mental health care. Most programs are open to all individuals and families, however only the low-income and/or uninsured can get free care. Specifically, some services include prenatal and obstetrical care, general medical and dental care, immunizations, and basic illnesses. Other locations can provide health exams for school or sports treatment of illness & infections. If needed, prescription medication is provided at no cost. Kids KARE can provide x-rays, emergency services, dental services, or hospital tests.

The health centers can offer an after-school clinic for Winnebago County families who have no health insurance or who have very high deductibles on their current plans. Most will accept Medical Assistance, Medicare, Badgercare, and many other commercial health and dental insurance plans. Locations generally will offer a sliding fee schedule discount to uninsured income eligible persons, with fees ranging from around $20-$100. Those fees will depend on the clinic in question as well as the patient’s monthly income and family size. Payment plans tend to be available to help people pay their medical bills, and no one will be denied care based on ability to pay.

About Habitat for Humanity of Oshkosh, Inc.
Habitat for Humanity of Oshkosh, Inc. is a local affiliate of Habitat for Humanity International. We serve families in the City of Oshkosh. Habitat is an ecumenical Christian housing ministry that seeks to put God’s love into action by bringing people together to build homes, communities and hope.

We built our first home in 1990 and since then have built a total of 27 homes in Oshkosh. In addition, we have also helped 30 families internationally through our tithe program with Kyrgyzstan and Haiti, we currently tithe to Myanmar.

Habitat is able to build affordable housing through grants, sponsorships and tax-deductible donations of money, building materials or land and by utilizing volunteer labor and the ‘sweat equity’ of our future homeowners.

Habitat homes are sold to partner families and financed through a no-interest mortgage loan. The no-interest mortgages are paid back into a revolving “fund for humanity” account, used to build more homes in Oshkosh for eligible homeowners.

Our Neighborhood Revitalization Initiative allows us to serve low-income residents who already own their homes. Habitat’s NRI program is focused on helping people who are struggling to maintain simple and affordable homes in our community.
