  • The United States has the highest incarceration rate in the world

  • 1 in every 31 adults is involved in the criminal justice system,
either incarcerated or on community supervision.

  • 97% of incarcerated persons will return to their home community

  • Approximately 8,000 prisoners are released each year in Wisconsin

  • Almost 700 state inmates are scheduled to be released to the region of Outagamie, Winnebago, Calumet and Brown counties in the next twelve months.

  • Without reentry intervention, 50% of those released in Wisconsin will return to prison within three years…almost 69% nationwide.

  • It costs nearly $32,000 to keep one person in prison for one year

  • Reentry intervention within the first 6-12 months can lessen the risk of reoffending and is critical to an offender’s success.

  • In the past two decades, state general fund spending on corrections increased by more than 300 percent. Despite this increased spending, recidivism rates have remained largely unchanged.

  • In 2009, 91.4% of Circle of Support participants remained successfully in the community rather than being returned to prison.

  • Statewide, approximately 50% of released prisoners return to prison for new offenses or supervision rules violations within three years.

  • In Circles' first years, recidivism has been reduced by 54% for Circles participants.

  • Public Safety is a community issue.
